Media Release: New Tool to model Australian policy scenarios to meet 2030 emissions target

MELBOURNE, September 21, 2016 – Energy advisory firm, RepuTex, today announced the release of a new online tool, enabling business and policymakers to construct their own policy pathway to meet Australia’s 2030 emissions reduction target.

Following the release of the Climate Change Authority’s Special Review, which proposed a “toolkit” of policy measures to meet Australia’s target, but made few detailed policy recommendations, the RepuTex Energy and Climate Policy Tool (ECP Tool) enables users to forecast emissions and under different policy scenarios to meet 2030 targets.

As policymakers and businesses begin to explore the best mechanisms to enable policy reform, the Tool is designed to inform policy development, while overcoming considerable data gaps in the understanding national emissions, particularly with respect to the impact of proposed climate and energy policy.

“To date, there has been little transparency on Australia’s long-term emissions, with official projections often outdated in terms of policy and economic assumptions in the rapidly changing energy environment”.

“This has made it difficult for businesses and policymakers to accurately measure the size of Australia’s 2030 emissions reduction task, or understand the influence of policy and economic factors on the shape of the market,” said RepuTex Executive Director, Hugh Grossman.

“The ECP Tool aims to overcome this gap, helping business and policymakers to better understand how state and federal policy levers interact, and ultimately, to inform policy development to meet the 2030 target”.

The ECP Tool enables users to better understand what combination of policies could serve as a pathway to meet Australia’s emissions reduction target, with users able to select pre-built policy scenarios, or adjust the strength of individual policy settings, scaling the ambition of policy from ‘little to no effort’ to reduce emissions (level 0) to ‘deeper decarbonisation’ policy settings (level 5).

The Tool covers national energy and climate policy including Renewable Energy Targets (state and federal), energy and vehicle productivity under the National Energy Productivity Plan (NEPP), the decarbonisation of the electricity sector, ERF funding, and state land clearing regulation.

The tool also enables users to design emissions baseline allocation methods under the government’s safeguard mechanism, selecting between absolute or emissions intensity baselines, and the rate and shape of baseline decline, such as linear and convergence methods.

A free version of the ECP Tool is available for public use, with RepuTex subscribers able to access two versions of the full tool via their existing subscriptions.
