As the Australian Government commences its 2026–27 review of the Safeguard Mechanism, RepuTex has today released The RepuTex Blueprint – a new policy paper identifying the structural challenges that threaten the efficient operation of the scheme after 2030, together with a package of targeted reforms to address them.
Three years into the reformed scheme, Australia’s carbon market remains in the early stages of development. While the Safeguard Mechanism is functioning as intended, structural pressures are beginning to emerge that, if left unaddressed, risk undermining its long-term effectiveness as the cornerstone of Australia’s decarbonisation framework.
Drawing on RepuTex’s work supporting the initial design of the reformed Safeguard Mechanism, the Blueprint identifies four emerging structural issues and sets out seven practical recommendations to strengthen the scheme’s long-term effectiveness.
