Following the release of our White Paper, “Framing Australia’s Energy & Climate Policy to 2030”, in this webinar, we discuss the key findings and implications for policy design:
- RepuTex emissions projection and abatement task: We estimate an Australian abatement task of approximately 1 billion tonnes (2020-30), a downgrade on the government’s projection, driven by updated economic assumptions and state RET schemes.
- The impact of State policy at the national level: Ambitious state RETs in the ACT, QLD, VIC and SA, changes to land-clearing regulation, plus the closure of Hazelwood, will strongly influence national emissions and the required contribution of safeguard sectors to 2030.
- Emissions baselines decay rates: Should the safeguard mechanism be relied upon to deliver large scale emissions cuts, we estimate an absolute baseline contraction of 5.4% per annum after 2020 would be required.
- Emissions intensity baselines for all industries? Coal-fired generators are forecast to avoid absolute baseline obligations, shifting compliance risks to ‘growth’ sectors (such as Gas Extraction and Processing, Aviation, etc). Alternatively, analysis indicates that declining ’emissions intensity’ baselines (tCO2e/physical output) may better support emissions reductions across all sectors.
- Excluding safeguard sectors, aggressive policy would be required to meet Australia’s 2030 target, such as the tripling of ERF funding and generation from Solar PV, while electricity and vehicle efficiency would need to double from current levels.
- Is the ‘tail wagging the dog’ on energy & climate policy? Ambitious state policy appears to be overtaking federal action. This dynamic will make state policy more important at the national level, and will crate a series of challenges for the national integration of energy and climate policy.
